Our mission is to deliver engineering services to strengthen our Nation’s security, economy and reduce risks from disasters.Learn more about this agencyResponsibilitiesServes as a Senior Appraiser in the Technical Services Branch.Responsible for performing a variety of appraisal duties involving preparation, review and reporting relative to appraisal activities.Responsible for appraisal project planning and implementation. Plans and coordinates appraisal projects for Baltimore District, including the appraisal of real estate and interests therein for acquisition, management and disposal.Conduct appraisals for acquisition/disposal for projects such as residential, industrial and commercial subdivision properties; railroad and utilities; town sites; schools; quarries; marinas; airports; and large scale, multi-use planned development.Determine the fair cash market value for the acquisition of fee title, qualified fee, leasehold interests, and extremely complicated appraisals for various types of easements.Conduct informal training of employees, conducts peer reviews and recommends more formalized training where the need is apparent.Review all appraisals regardless of amount. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) distinguish and analyze structural features (i.e. age of construction, approachability, renovation completed) to assess the value of the underlying assets; (2) use appropriate data and valuation methods to establish and prepare appraisal for a variety of real property; (3) collect data through all possible sources to develop, write, and produce professional appraisal reports; AND (4) proficiency with appraisal software applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.

Selective Placement Factor: This positions requires a state certified General Appraiser Certificate. The incumbent has the obligation to maintain his/her qualifications as a review appraiser. The conditions of certification and licensing have been extended to federal appraisers by virtue of the ER 405-1-4, dated 29 January 2016. This includes having a minimum of five years experience in the field of real estate appraising and having obtained a certification as a State Certified General Appraiser.
