    • Perform evaluations of real property on projects with a significant tax impact and that may affect large segments of the taxpaying public.
    • Examine and appraise extensive property holdings in estate portfolios for recognized businesses and industry leaders.
    • Identify industry trends that will be used to interpret similar cases and affect changes in the practice and policy of the IRS.
    • Conduct conferences and explain findings that may be contested.
    • Prepare appraisal reports documenting the facts and arguments that support your conclusions.  You may be called to serve as an expert witness in court cases.

    GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience independently preparing and completing self contained appraisal reports of residential and commercial properties (does not include reviewing reports); applying the methodology for discount cash flow; conducing field appraisal work; experience with the three methods (market, income, cost) of appraising properties; defending work product in front of a local government authority, court or IRS audits; using National and local property databases to research; gather and interpret information to determine their effect on value and arrive at fair market value; writing logical, succinct and meaningful written documents; experience dealing with hostile customers regarding valuations; and experience using computers and off the shelf software (including Microsoft word and excel).

    The experience may have been gained in th epublic sector, private sector or Volunteer Service.
